Maryland spells out the order of operations most states leave implicit: title the truck first, then file the 2290 with the IRS, then register. And its IRP manual doesn’t whisper the consequence — it prints it in capital letters: credentials will not be processed without the proof.
Quick answer: Standard heavy trucks register at any MDOT MVA branch office, by mail, or through licensed tag-and-title services. Apportioned (IRP) registration runs through Motor Carrier Services in Glen Burnie, with applications, renewals, and 2290 uploads on the myMVA business portal. At 55,000 pounds and over, a receipted Schedule 1 is required — a photocopy is explicitly fine, because the MVA keeps it.
Where do I register a heavy truck in Maryland?
Intrastate: any MVA branch, by mail, or via a licensed tag and title service (which charges its own fees). Interstate: the Motor Carrier & Electronic Services Division at MVA headquarters, 6601 Ritchie Highway, Glen Burnie — with the state’s recommended route being the myMVA portal, where applications process within about five days and stamped 2290s upload through a “Submit Documents” tab. Every apportioned vehicle must be titled in Maryland first, and the manual then instructs: file with the IRS for the heavy vehicle use tax, then register. Counter payments at the IRP office take cash, card, or certified funds — no company or third-party checks.
What proof of HVUT payment does Maryland accept?
Maryland’s wording is compact: submit a receipted copy of your IRS Schedule 1 (Form 2290) for each vehicle, listing the VINs, with the IRS stamp or e-file watermark. “A photocopy is acceptable since this form must be kept by the Motor Vehicle Administration” — Maryland files your proof. The Schedule 1 must cover the current July–June tax period, and the IRP manual’s enforcement line is all caps: “CREDENTIALS WILL NOT BE PROCESSED UNLESS ACCOMPANIED BY THE REQUIRED PROOF OF OR EXEMPTION FROM PAYMENT.” Missing proof is a rejection, not a follow-up item.
Renewal works the same way — the receipted 2290 listing your vehicles is required to renew, uploaded through myMVA for IRP fleets. One heads-up for intrastate owners: the MVA’s general renewal page never mentions the 2290, so the requirement can surprise a first-time heavy-truck owner at renewal time. It applies all the same.
The 60-day rule for newly purchased vehicles
Maryland’s own guidance: if you’ve just purchased the vehicle and are registering it within 60 days of the purchase, you don’t need the 2290 — a bill of sale or other evidence of title transfer dated within 60 days lets you title and register. The exception covers initial registration only; every renewal requires the receipted Schedule 1. And the federal clock runs regardless — Form 2290 is due by the last day of the month after first use. What’s federal and doesn’t change in Maryland
- Threshold of 55,000 pounds taxable gross weight
- Tax period July 1 through June 30, due August 31 for vehicles in service in July
- Otherwise due the last day of the month following first use
- $100 at 55,000 pounds, rising $22 per 1,000 pounds, to $550 maximum
- E-filing required at 25 or more taxable vehicles
- Suspension at 5,000 miles or less, 7,500 for agricultural vehicles — and Maryland’s dealer manual reproduces the full federal exemption list, from government vehicles to blood collectors and mobile machinery

Frequently asked questions
Is there a Maryland Form 2290?
No. Form 2290 is a federal IRS return. Maryland’s MVA verifies — and keeps — the resulting Schedule 1 copy at registration and renewal.
What’s the right order for a new apportioned truck?
Title it in Maryland first, then file the 2290 with the IRS, then register — the MVA’s manual spells out that sequence.
Should I bring my original stamped Schedule 1?
Bring a photocopy — Maryland says photocopies are acceptable precisely because the MVA must keep what you submit.
Why didn’t my renewal notice mention the 2290?
Maryland’s general renewal page doesn’t flag it — the requirement lives in the commercial guides. At 55,000 pounds or more, plan on the receipted Schedule 1 every renewal regardless.
