Form 2290 in New Jersey: Schedule 1 & MVC Registration

New Jersey’s carrier guide says it plainly: if the VIN on your Schedule 1 “is wrong by even one character, we are required by Federal Law to reject the registration.” No two-character tolerance here — and a few other MVC particulars are worth knowing before you head to Trenton.

Quick answer: Intrastate trucks register at MVC Vehicle Centers, by appointment (businesses need a New Jersey Entity Identification Number first). Apportioned (IRP) registration is available only through Motor Carrier Services in Trenton, with online renewals in the mCarrier portal. At 55,000 pounds or more, HVUT proof is required — and heavy trucks can renew online if they upload the 2290 with the renewal.

Where do I register a heavy truck in New Jersey?

Intrastate: first-time registrations and titles happen at MVC Vehicle Centers — no walk-ins — under commercial registration Code 11 and its cousins (aggregate haulers, heavy tow trucks, solid waste, constructor). Businesses register under a business name only after obtaining an Entity Identification Number. Interstate: apportioned registrations “may only be obtained at Motor Carrier Services,” 120 South Stockton Street, Trenton — regular Vehicle Centers can’t issue them — with renewals and payments online through mCarrier (the system was replaced in October 2024, so all users had to re-register).

What proof of HVUT payment does New Jersey accept?

  • The receipted Schedule 1 — stamped PAID or RECEIVED by the IRS, or the e-file online receipt — original or photocopy, listing the VINs;
  • A non-receipted 2290 with Schedule 1 plus both sides of the cancelled check;
  • For online renewal of any 55,000-pound-plus commercial code: upload the 2290 with the renewal.

Fleet renewals carry two Trenton-specific instructions: the Schedule 1 must list every apportioned vehicle in the fleet, and the applicant should print the IRP account number onto the 2290 Schedule — the same unusual habit Pennsylvania asks for. A name mismatch between the 2290 filer and the registrant can be cured with a signed statement from the person named on the 2290, listing each VIN and confirming payment. And that VIN warning bears repeating: one wrong character means rejection, full stop — fix it with a VIN correction before you apply.

The 60-day rule — and a waiver at first IRP registration

New Jersey’s carrier guide waives proof at initial IRP registration and for units registered within 60 days of the date shown on the bill of sale — with the bill of sale submitted alongside the application. For standard registrations, the MVC hands customers the IRS’s own 60-day explainer: the bill of sale or other title-transfer evidence substitutes when you register within 60 days of purchase, and — the caution the handout itself carries — the 2290 must still be filed by its real deadline, the last day of the month following first use. What to bring (or upload)

  • Receipted (stamped or e-filed) Schedule 1 for the correct year, VINs exact to the character — with your IRP account number printed on it for fleet renewals
  • Or the non-receipted 2290 plus cancelled check, both sides
  • Bill of sale, for a truck registered within 60 days of its date
  • Business EIN paperwork, title documents, insurance — and an appointment for Vehicle Centers

Frequently asked questions

Is there a New Jersey Form 2290?
No. Form 2290 is a federal IRS return. New Jersey’s MVC verifies the resulting Schedule 1 — at Vehicle Centers, in Trenton for IRP, or as an upload with online renewals.

Can I renew my heavy truck online?
Yes — New Jersey’s commercial codes support online renewal for 55,000-pound-plus vehicles when you upload the Heavy Use Tax Form (2290) with the renewal.

The 2290 is in a different name than the registration.
The IRP Section accepts it with a signed statement from the person named on the 2290 listing every VIN and confirming the tax was paid for each.

Why was my registration rejected over the VIN?
New Jersey checks character by character and says a single wrong character forces rejection under federal law. File the VIN correction, then reapply.
