Form 2290 in Wisconsin: Schedule 1 & WisDOT Renewal

Wisconsin is the state where HVUT paperwork still travels by mail. Heavy trucks are locked out of online renewal — by WisDOT’s own admission, because the IRS doesn’t share proof of payment electronically — so every renewal is a two-step: file your 2290, then mail a copy of the proof with your fee.

Quick answer: Wisconsin’s DMV is a division of the Department of Transportation (WisDOT). Heavy-truck renewals (over 55,000 pounds) follow a published two-step process: file the IRS Form 2290, then mail a copy of the proof of payment — keep the original — with the renewal fee to WisDOT in Madison. Apportioned (IRP) registration runs through WisDOT’s Motor Carrier Registration Unit, online via WisCRS.

Where do I register a heavy truck in Wisconsin?

Standard heavy registration is WisDOT DMV business, and for trucks over 55,000 pounds it’s a mail process: WisDOT won’t issue the Certificate of Vehicle Registration and stickers until your HVUT proof arrives with the fee. Even dealers can’t shortcut it — vehicles registered above 54,000 pounds are excluded from dealer electronic processing and go to WisDOT for manual handling.

Apportioned registration runs through the Motor Carrier Registration Unit in Madison, with online access through WisCRS — the Wisconsin Commercial Registration System. Carriers with online access are required to renew through it. The paperwork quirk: WisCRS users still submit their Schedule 1 the old way, by fax or email to the IRP unit.

One mailing warning: Wisconsin uses different PO boxes for intrastate heavy renewals, IRP renewals, and general IRP applications. Use the address printed on your renewal notice — that’s WisDOT’s own instruction.

What proof of HVUT payment does Wisconsin accept?

  • A copy of Schedule 1 stamped PAID or RECEIVED by the IRS with a received date
  • The full Form 2290 return without the stamp — Wisconsin is unusually specific that it wants every page: the return, Tax Computation, Schedule 1, Consent to Disclosure, and Payment Voucher pages — accompanied by a cancelled check (copy of both sides) whose amount matches the return
  • E-file proof: a copy of the electronic Schedule 1 showing the dated e-file watermark, or a copy of the IRS payment confirmation screen together with the return showing the fees paid per vehicle

And Wisconsin says out loud what most states leave implicit: mail a copy and keep the original. The state keeps what you send.

Suspended and exempt vehicles have their own paper: a copy of the 2290 showing the suspension request goes in with the renewal, and IRS-exempted vehicles need a statement of exemption. Trailers and motor homes are exempt from the requirement entirely. See suspended vehicles and exempt vehicles.

The period-match rule for IRP fleets

Wisconsin staggers IRP registration months, but the HVUT year always runs July 1 to June 30 — so which Schedule 1 does your renewal need? WisDOT answers with a published lookup table, “Mileage and Heavy Vehicle Use Tax Reporting Periods,” keyed to your fleet’s expiration month, and the carrier guide is blunt: the HVUT “must match the HVUT Report Period on your IRP Renewal.” Fleets expiring January through November show the period that began the previous July; fleets whose new registration year starts January 1 must show the newest period. Sending the wrong period’s Schedule 1 is a stated processing failure — check the table before you mail.

Why there’s no online option

WisDOT’s fleet-services FAQ says it plainly: until the IRS makes HVUT proof available to WisDOT electronically, vehicles requiring proof are not allowed in the state’s online fleet renewal program. It’s not a Wisconsin technology gap — it’s the absence of a federal data feed, and it shapes the whole paper workflow above. Wisconsin’s registration statutes back the process with teeth: the state must refuse registration without proof, and can suspend an existing registration if proof isn’t furnished on demand.

The 60-day rule for newly purchased vehicles

Wisconsin doesn’t publish its own version of the newly-purchased-vehicle exception — its statutes simply require proof “in the form prescribed by the U.S. secretary of the treasury,” which incorporates the federal rule: a state may register without proof when a bill of sale shows the vehicle was purchased within the 60 days before the state receives the application. In practice the exception operates silently at initial titling — Wisconsin’s proof checks are framed around renewals (“proof of paid HVUT must be provided at each renewal period”). The federal filing deadline is untouched either way. See buying a used truck.

What to send (or bring)

  • A copy of your stamped or watermarked Schedule 1 for the right reporting period — keep the original
  • Or the complete 2290 return (all pages) plus both sides of the cancelled check matching the return amount — or the IRS payment confirmation screen with the return
  • Your renewal notice and fee, mailed to the address printed on the notice
  • For WisCRS fleets: the Schedule 1 faxed or emailed to the IRP unit

Frequently asked questions

Is there a Wisconsin Form 2290?
No — Wisconsin has no state HVUT form at all. The proof is the IRS document itself, mailed, faxed, or emailed to WisDOT.

Why can’t I renew my heavy truck online?
WisDOT’s own FAQ: until the IRS provides HVUT proof electronically, trucks that need it can’t join online fleet renewal. It’s a paper check by design.

Which year’s Schedule 1 does my IRP renewal need?
The one matching your fleet’s HVUT reporting period — WisDOT publishes the lookup table, keyed to your expiration month. A mismatched period is a stated processing failure.

Should I send my original stamped Schedule 1?
No. WisDOT’s instruction is explicit: mail a copy and keep the original.
